Chile's interior minister, meanwhile, survived an effort in Congress to unseat him Wednesday as the ultimate authority responsible for the killing. The case has already led to the removal of nine police officials, including a general and a colonel.

Opposition lawmakers accused Interior Minister Rodrigo Hinzpeter of encouraging a heavy-handed police response to mass marches, but their efforts to sanction him failed by a vote of 49-58. Hinzpeter later dismissed his antagonists as "political opportunists."

Police initially denied having anything to do with the death of Manuel Gutierrez, who was shot in the chest early Friday. He died while hooded protesters confronted police in the early morning darkness in southwest Santiago, but witnesses said Gutierrez was only observing from some distance away.

A police captain later said Sgt. Mario Millacura had fired his submachine gun in the same general area, and then replaced the bullets in an attempt to cover it up. Millacura was removed from his job and detained. His bosses then lost their jobs as well.

Under Chilean law, Millacura will be judged by the military because he allegedly fired the shots while in uniform. But Lorena Fries, who directs the Chilean government's Human Rights Institute, said the military system lacks transparency and "doesn't guarantee justice for the family of Manuel Gutierrez."

Meanwhile, university student leader Camila Vallejo was flown to Brasilia by student groups marching in the Brazilian capital, and led a demonstration Wednesday calling for vast increases in education spending there.

"In Chile we have the same demands that you do in Brazil, only that there we suffer repression when we express ourselves," Vallejo said, referring to the police response to three months of increasingly crowded demonstrations in Chile.

Vallejo flew to Brazil after Chilean President Sebastian Pinera delayed until Saturday a pivotal meeting to seek common ground between the students' demands and the government's proposals.
