(Washington, D.C.): Ten years ago last Monday, the United States stopped knowing for sure whether its nuclear arsenal would work as it was supposed to. In the intervening years, many billions have been spent trying to compensate for the fact that the Nation was no longer conducting actual underground nuclear tests and, on the basis of various analyses, modeling, computer simulations and sub-critical experiments, those responsible for maintaining the stockpile's safety, reliability and effectiveness have persuaded themselves that all was well -- or, at least, good enough for government work. ...
