Russia is planning a new licensing round for domestic and foreign oil firms for offshore and onshore oil drilling activities, Federal Subsoil Resource Use Agency head Anatoly Ledovskikh said June 2. The move is intended to increase the growth of crude oil production. Crude oil reserves grew by only 1.7 billion barrels and gas grew by 582 million cubic meters in 2004.
