Healing Crusader for Human and Civil Rights
Today there is again a critical need to make a searching and fearless moral inventory of U.S. foreign policy, in order for Americans to liberate ourselves in our Founding Fathers' tradition. The forthcoming biography, "Patricia Derian: Healing Crusader for Human and Civil Rights," tells the story of the recommitment of a nation to those principles following the U.S. Bicentennial. A modern Eleanor Roosevelt (the chair of the drafting committee of the UN Universal Declaration of Human Rights), Patricia Murphy Derian was a hero of both the civil and human rights movements who often fearlessly confronted great physical risk in her work at home (segregated Mississippi) and abroad. Her legacy now an essential part of the fabric of international diplomatic practice, Patt came to symbolize a new understanding about how the domestic and international faces of human rights were connected. Her example is a beacon lighting the way.

A Roadmap for Beating Latin America's Transnational Criminal Organizations
Transnational criminal organizations have become too well armed, resourced, and influential to be contained by law enforcement resources in Latin America, where official corruption is widespread, police are not trusted, ungoverned spaces leave a vacuum for crime to penetrate, and vulnerable publics are open to anyone who will provide the services and security the state cannot. The effects of crime and corruption on such a scale, permeating the political, social, and economic realms, must be met with an integrated law enforcement, military, and intelligence effort within a whole-of-government approach. Several countries are having success through a variety of approaches, but the problem remains severe.

On Thin Ice: The Inuit, the State, and the Challenge of Arctic Sovereignty
"Barry Scott Zellen poses tough questions about Canada's own claims to a vast swathe of the soon-to-be hotly contested resource-rich Arctic. Zellen not only shows how much these depend on whether a collaborative and interdependent relationship can be successfully forged with Native peoples struggling to preserve fragile ecosystems and their own ethnic identity, but how conceptions of human security, tribal security and national security are inexorably tied together. Zellen's keen insight and painstaking research suggests that truths from the land of the midnight sun might illuminate and guide the struggles of indigenous peoples around the globe. A must read for the 21st century."—Martin Edwin Andersen, author of Peoples of the Earth: Ethnonationalism, Democracy, and the Indigenous Challenge in "Latin" America

Should Arturo Valenzuela get a post in Barack Obama's new government?
When it comes to Latin America, I truly hope the Obama team will give a pass on including former Hillary Clinton supporter Arturo Valenzuela on its foreign policy team. Not only is Valenzuela's dandyish personal style both boorish and pedantic; he has been proven dead wrong on several issues critical to democracy in Latin America and to U.S. security.

Chavez: The Robespierre of the Andes (the ideological underpinnings of Bolivarianism)
Is recently-elected Venezuelan president and one-time putchist army Col. Hugo Chavez more a modern version of Simon Bolivar, the freedom fighter who liberated South America from Spanish domination? Or is he modeling himself after the 18th century French Jacobin Maximilien Robespierre, "the Incorruptible," who fleetingly dominated his country's revolutionary politics, instituting a reign of terror and a cult of the Supreme Being, before being brought down by his own excess?

The Inter-American Development Bank (IDB), the U.S. taxpayer-supported institution that is Latin America's biggest lender of investment capital, appears systematically to discriminate against blacks and women in hiring at senior management levels, a study conducted by Insight shows. The survey came in response to complaints to the magazine that Uruguayans occupy more of the 86 executive positions surveyed than do African-Americans. The IDB president, Enrique Iglesias, is from Uruguay, one of the smallest countries in Latin America (see "'Friends of Enrique' Enjoy Advantages," April 1).

A 'Graveyard of Dreams'
It was Oct. 15, 1997, and an auditorium packed with top business leaders in Sao Paulo - Brazil's industrial hub - was for Bernard van der Lande the realization of an American dream. In less than two decades the hard-driving, Dutch-born Georgia entrepreneur had built his Ashford International (AI) information-technology company into a thriving business with annual sales of $25 million. Now, the president of the United States was telling Brazil's business elite how the example set by AI, which only months before had won the U.S. Department of Commerce's presidential "'E' Award for Excellence in Exporting," was a model for a "world-class" Brazilian-American technology partnership. "Ashford International recently launched a project with Sao Paolo's local government supplying 5,000 multimedia computers for 1,000 area schools," Bill Clinton told the Brazilians. "That's good for the students and good for the Stone Mountain [Ga.] company and its workers."

The flurry of e-mail was urgent and angry, and the subject was kickbacks. On the receiving end was a consultant for the Inter-American Development Bank (IDB), one of the major financiers of infrastructure projects in Latin America. Her interlocutor was an IDB operations manager. The correspondence did not mention that under-the-table kickbacks are against IDB policy. In fact the manager wanted to underscore how much the consultant owed him personally, in dollars, now that she had finished her well-paid consultancy work on IDB projects.
