India - Maoists: Tactical Retreat
The Communist Party of India-Maoist (CPI-Maoist) shocked the country in the beginning of 2013, first, by surgically inserting Improvised Explosive Devices (IED) in the abdomens of troopers killed in the Latehar encounter on January 7, 2013, and again by shooting at an IAF chopper on a rescue mission, forcing it to crash land in the Sukma District on January 18, 2013.

Nepal - Widening Polarisation
The uncertain calm in Nepal, disturbed by no more than occasional rumblings for the ouster of Prime Minister Baburam Bhattarai, received a jolt when at least 20 Political parties, mostly from the ruling coalition, announced the formation of an alliance – the Federal Democratic Republican Alliance (FDRA) – at a press conference at Hotel Radisson in the capital, on August 17, 2012.

Nepal - Uncertain Calm
Deadlines mean little to Nepali leaders. Having failed to draft a Constitution after four extensions for the Constituent Assembly (CA) before its dissolution, other things can certainly wait.

West Bengal: Re-inventing Folly
Parties in Opposition seeking election have repeatedly, in the past, entered into usually covert deals with insurgent groups in various theatres of conflict in India, and events in West Bengal appear to have followed this opportunistic line.

India - Bihar: The Expediency of Failure
The killing of 12 persons including three women and one child at Phulwaria village in the Jamui District on February 17, barely a day after Chief Minister of Bihar Nitish Kumar talked about giving primacy to development as a counter to the Left Wing Extremism rampant in Bihar, is a grim reminder of the strength of the Communist Party of India-Maoist (CPI-Maoist) and the weakness of the State.

India -J&K: A Troubled ‘Normalcy’
The gains in Jammu & Kashmir (J&K) over the past eight years have been dramatic, and were consolidated even further through 2009. Nevertheless, the spurt of terrorist attacks at the fag end of 2009 and the beginning of the New Year came as a grim reminder that these successes are far from irreversible.

India - Andhra Pradesh: Maoist Free Fall
For decades, Andhra Pradesh (AP) was one of the States worst affected by Maoist violence, and even today provides the largest number and most prominent among the Naxalite (Left Wing Extremist, LWE) leadership. In 2009, not a single Security Force (SF) personnel was killed in the State, and total fatalities were down to just 26, including eight civilians, in a national total of 951 for the year, counting 299 SFs and 366 civilians among them. Unsurprisingly, Mupalla Laxman Rao aka Ganapathi, the ‘general secretary’ and ‘supreme commander’ of the Communist Party of India – Maoist (CPI-Maoist), in a media interview, conceded that the Maoists had suffered "a serious setback" in Andhra Pradesh.

India- Orissa: Without Will, Purpose or Capacity
On June 18, 2009, nine Security Force (SF) personnel lost their lives in a landmine attack near Narayanpatna in the Koraput District while they were trying to open up road communication from Lakshmipur to Narayanpatna, which had remained partially blocked since June 15, and completely after June 17, due to activities of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS or the Peasants, Labourers and Tribals Association) and the Communist Party of India-Maoist (CPI-Maoist).
