Call for Nominations for the 2013 William J. Perry Award for Execellence in Security and Defense Education in both the Individual & Institutional Catagories
Every year CHDS selects individuals and institutions to receive the Dr. William J. Perry Award for Excellence in Security and Defense Education. The awards recognize significant contributions in the fields of security and defense education that reflect the Center’s mission focus. These contributions include the promotion of education, research, outreach, and knowledge sharing in defense and security issues in the Western Hemisphere that lead to enhancing professional security and defense capacity, advancing a cooperative international security environment, fostering effective civil-military relations, and adhering to CHDS’s core values. The Center recognizes both individual and organizational efforts.

This Week in Latin American History, 09-15 October 2011
Monday, October 10 El Salvador Creation of Farabundo Marti National Liberation Front (FMLN) (1980). Organized from four separate leftist guerilla organizations, the FMLN was formed on Oct 10, 1980 to fight against the El Salvador government. The largest FMLN offensive occurred in 1989 when insurgent troops entered and seized many parts of the capital. The United States, fearful of a communist satellite being established in Central America, backed the Salvadoran government. Between 1979 and 1989 approximately 75,000 troops and civilians were killed in the El Salvador Civil War in fighting between government and insurgent forces. Following peace negotiations in 1992, the FMLN lay down its weapons and entered the El Salvador political process as a legitimate public organization. In 2003, the FMLN won the most seats of any other party during the elections for the National Assembly. Today they continue as a political. . . and peaceful. . . entity in Salvadoran politics.

This Week in Latin American History, 25 September - 01 October
Wednesday, Sept 28 Honduras Navy Day. Honduras pays respects to its 3000-man naval force each year on Sept 28. Dedicated to coastal patrols in the national defense, the navy consists of mainly patrol craft. Its main base is at Puerto Cortes on the north Caribbean coast of the country which is also home to the 600-man Naval Infantry (Marines) Battalion and allows its vessels to reach the Bay Islands of Honduras, Roatan, Utila, and Guanaja. The Naval Academy is at Soto Hano airbase about an hour from the capital at Tegucigalpa and, as part of the navy-to-navy collaboration effort with the U.S., Honduran cadets often attend the U.S. Naval Academy for four years before returning to their country.

This Week in Latin American History, 11-17 September
Sunday, Sept 11 Chile Anniversary of the overthrow of President Salvador Allende (1973). Elected in 1970, Allende had gradually lost power and influence as the President of Chile because of economic problems and political opposition in the country. On August 22, 1973, the Chilean Chamber of Deputies passed a resolution that called for the removal of President Allende by force if necessary.

International Conference Security and Defense Education in the Americas Washington, D.C., NDU, September 12-14
Introduction - The Security and Defense Education in the Americas conference will analyze the major issues concerning security and defense education within the hemisphere. The conference will analyze and compare the various national education systems, educational institutions, curricula and teaching methodology, and the knowledge and skills that students develop. There will be a series of presentations and discussions by leading experts in security and defense education, Ministry of Defense leaders, and directors from the hemisphere's leading educational institutions. The conference will serve as a platform to present conclusions from a year-long analysis of the relevance of security and defense education in each nation within the hemisphere.

The first elected Marxist-Leninist head of state in Latin America, Allende had been in Chilean politics for nearly 40 years when elected to the Presidency. Allende's first year in office saw unparalleled economic growth: 12% industrial growth and an 8.6% increase in GDP accompanied by major declines in inflation and unemployment. However, it would be difficult momentum to sustain and runaway inflation and political opposition resulted in crippling nation-wide strikes in 1972 and 1973.

US - Wiarda Appointed at CHDS
Dr. Richard D. Downie, director of the Center for Hemispheric Defense Studies (CHDS), today announced the appointment of Professor Howard J. Wiarda as Professor of National Security Policy and the Center’s Associate Director for Research and Publications. Wiarda is one of the country’s most respected and renowned authorities on Latin America in the United States.
