Domestic Affairs: A Cuban vaccine protecting children against four diseases is being used for the first time, under the National Immunization Program. During a meeting in Havana in honor of International Women's Day, Fidel Castro announces the distribution of 100,000 rice steamers and pressure cookers. Cuban Foreign Affairs Minister justifies two incidents of public harassment of Cuba’s opponents, saying they were "mercenaries" on the US payroll who deserved to be repudiated.

Economy: Canadian resource company Sherritt International (S.TO) and Cuba sign an agreement in Havana to increase nickel plus cobalt production and refining. Fidel Castro announces the second revaluation of the island's currency in a month. Cuba approves Canada as a source of live cattle. Fidel Castro announces a 50 percent increase in pensions and social security benefits for 1.5 million Cubans.

Foreign Affairs: Uruguay's new president restores full diplomatic ties with Cuba. Personal Representative to the UN High Commissioner presents her annual report on Cuba’s human rights situation to the UN Human Rights Commission. Foreign Affairs Minister, Felipe Perez Roque, says that Cuba will not cooperate with the UN Human Rights Commission’s designated Representative to investigate the situation of human rights in the island. A dozen European Union legislators hold talks with Cuban authorities. EU Development Commissioner Louis Michel arrives in Cuba on a crucial visit to rebuild ties between Brussels and Havana. The European Parliament’s Foreign Affairs Committee passes a resolution criticizing the “sudden change of direction” of the EU’s policy toward Cuba.

US-Cuba Relations: Louisiana Governor Kathleen Blanco meets with Fidel Castro. T he US circulates a draft resolution in Geneva that seeks to keep Cuba on the list of systematic violators of human rights.
